Dr. Carrie A. Buck Dr. Buck spent over 18 years serving children in the Clark County School District and the past 5 years growing a charter network in Henderson, Nevada called Pinecrest Academy of Nevada. She served in the role of classroom teacher, English Language Learner (ELL) Teacher, K-12 ELL Specialist and ELL Professional Development Trainer, Adult ESL Teacher, Assistant Principal, Principal, Lead Principal, Executive Director, and, presently, President of The Pinecrest Foundation. These positions afforded the opportunity to have direct interaction with diverse populations and multiple perspectives, ensuring high quality education and equity for all students. As the Principal of C.T. Sewell from 2006 to 2014, many positive education reform efforts resulted in an increase in student achievement from 35% to 83% proficiency in reading and 36% to 90% proficiency in math. In 2008, Dr. Buck won the Milken award enabling access to national network connections and a platform to ensure educational success for all students. Sewell had the highest growth in the special education subgroup in the entire state under one leader for four years and eliminated opportunity gaps in all subgroups under No Child Left Behind. She worked with various district departments to implement Sewell initiatives, as well as the Clark County Education Association (CCEA), creating a stakeholder advisory council through the Empowerment School initiative. While at Sewell, Dr. Buck wrote and received many federal grants but the most impactful was the Community Block Development Grant (CBDG). Through the CBDG committee, an office building was donated and moved to the Sewell campus as a Parent Resource Cottage. This parent center provided training and workforce development skills for Sewell’s at-risk parent population in areas of resume writing, interviewing, computer/technology, as well as English language and literacy classes. Sewell also received the 21st Century Learning Grant and partnered with After School All Stars to deliver a thriving before and after school program at the campus. Dr. Buck worked with and supported many nonprofit efforts to further the mission of supporting Sewell children and their families. Some examples include: Public Education Foundation, Nevada Women’s Philanthropy, Three Square Food Bank, Henderson Hopelink, the Basic Health Center, After School All-Stars, Communities in Schools, CirKish from the Kish Foundation, the Kasner Foundation, and Spread the Word Nevada. Due to the success of the Sewell Instructional Model and synergy as a true community school, in 2014, the school was designated Nevada and National Model School, High Achieving School (in 2007 and 2014), and National Distinguished Title I School. As the Lead Principal/Executive Director of Pinecrest Academy of Nevada, Pinecrest increased enrollment and student achievement from one struggling school in 2014 with 700 students and a 3-star state rating (Nevada CRT) to 4 sites/8 schools earning all 5-stars (SBAC) in 2018, serving nearly 5000 students. Dr. Buck rebranded the institution in STEAM excellence and created a marketing campaign to attract students to the network, which resulted in thousands of students on Pinecrest waitlists. She created coursework and pathways for Career and Technical Education (CTE) and built a dual enrollment opportunity for high school students. In this role, Dr, Buck worked with the National Charter School Alliance (NCSA), State Public Charter School Authority (SPCSA), Pinecrest Board of Directors, campus PTO/PTA/PAC parent groups, district principals with proven results, a management company, and various outsourced contracted services to ensure student and campus needs were met. Dr. Buck became a board member of the Charter School Association of Nevada (CSAN) Board to increase charter sector academic and fiscal accountability and advocacy and she presented each year at the National Charter School Conference about technology integration, school improvement and transformation, and effective teacher development. Dr. Buck worked to eliminate barriers for enrolling students in poverty by starting the National School Lunch Program for the Pinecrest network and Three Square agreed to provide meals. As one of the initial Nevada 21 state grant recipients, technology integration was a focus for all 5th through 8th grade students and additional funding was raised to support 1-1 technology throughout the campuses to further enhance students’ personalized learning opportunities. Throughout her administrative experience, she oversaw the preparation, accuracy, and maintenance of a wide variety of records, reports, school/system budgets, data analysis, site evaluations, board documents, and supervision of personnel, as well as local jurisdiction (redevelopment funds and marijuana money), state of Nevada (GTL, NV 21, SB178, computer science, CTE, and Read by 3), and Federal (CSP, 21st Century, CBDG, and Title I II, III) grants/budgets. Dr. Buck managed a network budget of nearly 35 million dollars and worked to secure over 12 million dollars in grants, private donations, community partnerships, and resources to provide technology, instructional supplies, facility improvements, academic enrichment, and basic needs for students and their families. She optimized resources from district and state budgets, as well as contributions from donors to benefit students in their classrooms. As the current President of ‘The Pinecrest Foundation,’ Dr. Buck works daily to build community partnerships with schools, advocate for scholarship opportunities for students, and oversee innovative lessons through STEMeffect, Edutainment, and eSports initiatives. She created a Master Teacher process and recognition program to highlight and retain the best teachers in Pinecrest classrooms, culminating in a Master Teacher gala at the end of each year. Dr. Buck has had the absolute privilege of serving thousands of Nevada’s children and their families over the past two and a half decades. She cares deeply about each and every one of them. Her own children attend public school and she is truly invested in all children being an integral part of Nevada’s educational success story. She works tirelessly to improve Nevada’s education landscape for Nevada’s children; Nevada’s future.
