After graduating from the Road Town High School in Tortola, British Virgin Islands in 1992 with the very first Sheila Hyman Award for Poetry, Deaconess Constance Scatliffe entered the workforce at the BVI Electricity Corporation (1992-1998) as a Data Entry Clerk. She was quickly elevated to the post of Receptionist and then Secretary to the Financial Controller, where she remained until her departure in 1997. She began and simultaneously ran her own desktop publishing and home bakery businesses, which were in operation from 1998 to 2001, until she joined the staff of the Office of the Legislative Council of the Virgin Islands as Secretary to the Clerk of the Council in 2001. During her time at the Office of the Legislative Council, she served as Deputy Clerk during Sittings of the Council, Assistant to the Speaker, Secretary to the Public Accounts Committee and Standing Finance Committee, and Parliamentary Librarian. She also successfully completed college level courses in Small Business Management, Written Communication and Principles of Finance. Deaconess left the Office of the Legislative Council in 2008 when she was diagnosed with chronic renal disease. While in the process of searching for a kidney donor, she began work at the Law Firm of Dancia Penn & Co. (2009-2010) as a Special Projects Officer, assisting with an ongoing Compliance Project and serving as Secretary to the Managing Partner and Associate lawyers. In March 2010, she began in-centre haemodialysis treatments at Peebles Hospital in Road Town, Tortola after her renal function dropped below safe levels. Recognizing a dire need for advocacy among renal patients in the BVI, Deaconess began the groundwork to establish and fund the BVI Kidney Foundation, a non-profit organization tasked with educating, supporting and advocating for renal patients in the British Virgin Islands. She also began and completed a Diploma focused in Interior Decorating from Ashworth College while attending dialysis treatments; architectural, interior and furniture design having always been her passion.
