Rita Tozzie is CEO of Northstar Contracting Group. Her position is a Senior Level role with Tricare office of the Department of Defense. She is responsible for the procurement and administration of highly complex fixed price health care contracts that support the world-wide mission of OSAD-HA. It is a total contract value responsibility of $17 billion, and they have conducted multifaceted contract negotiations and ensured compliance with FAR, DFAR and CAS regulations. She is responsible for Fact-Finding and Pre- Negotiation reviews, as well as the preparation of the Negotiation Memorandum for Board of Review approval. Some of her primary duties include drafting contract language, composing contract letters, reviewing/approving contract modifications, maintaining contract files for regional group and performing internal audits to insure compliance with FAR. She is responsible for the preparation of detailed Costs and Price Analysis, weighted guidelines, pre-award and post -award actions. She oversees the coordination of procurements with outside technical support including, DCAA, DCMA, OGC, and the GAO. She is assigned as the POC with the DCAA Liaison for the Denver Region. As Team Lead, she is also responsible for two regional contract support teams, with 15 direct reports, as well as HR Policy compliance, leading and facilitating team activities and functions, training coordination, reporting requirements and performance evaluations. 1996 - 2011 Sr Contract Negotiator - Contract Negotiator for numerous NASA/DOD contracts and oversight and administration of highly complex FP, CPIF, CPFF, CPAF/IF contracts. Achieved effective EBIT and ROS enhancements through Change Order review process and efficiently planned negotiation strategies. Mitigation of risk through effective management guidelines and communication processes. Led program and configuration team through change order process ensuring a performance level consistent with technical requirements. Incorporating effective time management to execute multiple and simultaneous program deadlines. POC for OCI Mitigation training for various programs. Proposal contract lead for the proposal effort of Corporate Focus program, GOES-R, New Horizon, MSL, Maven, all which successfully achieved award. Genesis Contract Lead for the Mishap Investigation with GAO and OGC. Supported corporate legal department with preparation of justification documents resulting in a successful mitigation and limiting financial risk to the Corporation. Implemented Weighted Guidelines in support of global fee initiatives. Developed negotiation strategies which resulted in increased fee opportunities and incorporate provisional award fee billing. Coordination with Corporate International Contracts, Finance, Tax and Compliance disciplines for international acquisitions. Contract lead supporting the Advance Programs Group and S&ES Business Development for new business pursuits and developing contracting approach with Customers. Provided leadership support to program teams with a dedicated focus on communications and operational excellence. Rita wants to build her business back up to 50 employees, and to lend her knowledge to the right individuals to prosper in the aerospace industry. She has been successful because of being driven, forward thinking, and persistent. She is proud of helping to build the Denver International Airport and having a 97% grant success rate in aerospace. She enjoys helping out at her church and helping children with diabetes. She is looking forward to networking and connecting with other like-minded professionals, and to gaining the recognition and credibility of being a member. Other Work experience includes: Sierra Nevada 2011 - 2018 - Leads and manages contracting operational functions for nearly 200 active contracts while managing day to day contract functions and staff. Strategic partner to Executive Management, Business Development and Program Managers. Proficiently skilled as a proposal writer and performing validation and verification for RFP compliance. Reports to corporate executives on new business pursuits and state of the business monthly reporting. Ensures contract and program teams effectively and proactively enable the company to pursue and meet its aggressive growth plans and strategic objectives, while mitigating risk and maximizing operational efficiencies across multiple business product lines. Northstar Contracting Group CEO - Started before all of her work and once she started DOD/Tricare she put the company on hold until just recently picking it back up to focus on it. Currently is consulting with 2 different companies.
