Elaine Newsome has over 20 years of experience in her field, and has been at the senior level for the past three years. As Head of Governance for Rochdale Borough Council, she is responsible for managing the infrastructure, local and European Parliamentary elections, and advises the Constitutional provisions of greater Lancaster. Having held many administrative roles throughout her career, Elaine rose through the ranks managing a central administration team as Deputy Clerk at a local education college, and segued into community services, management, and personal development coaching. She is highly skilled in change management and local governance, and is noted for creative interpretation of law and systems. Elaine holds a Bachelor's Honors degree in Public Services Management from the University of Lancaster, class of 2014, and is a member of the Association of Democratic Services Officers. She wrote her dissertation on public service management and policy, and hopes to do more writing in the local governance sector. She credits her success to being open minded, having passion, and putting in the hard work.
